Koike Metropolitan Government Plans "150×250m Fountain" in Odaiba - Completed in March 2026 with a budget of 2.6 billion Gulf redevelopment will proceed
The Tokyo Metropolitan Government is moving forward with a plan to install the world's largest fountain, the ODAIBA Fountain, at Odaiba Seaside Park (Minato-ku) with the aim of revitalizing the waterfront subcenter, with the aim of completing it by the end of fiscal 2025 (March 2026).

The fountain is a combination of 150 meters high and 250 meters wide, and features a design with the motif of "Somei Yoshino", the flower of the city. At night, music and illumination are produced, and a splendid fountain show is planned against the backdrop of the Rainbow Bridge and Tokyo Tower.
Tourism Promotion and Economic Effects
According to the Tokyo Metropolitan Government, the purpose of the fountain project is to bring back tourists to the bay area, which has declined during the pandemic, and to revive the liveliness of the area. According to estimates by the Tokyo Metropolitan Government, the operation of the fountain is expected to increase the number of tourists by about 2.5 million per year, and the economic ripple effect is expected to be about 9.8 billion yen.
Budget & Design
In its budget request for FY2025 announced on November 6, the Tokyo Metropolitan Government allocated about 2.62 billion yen for the maintenance of fountains. The budget is expected to be approved by the Tokyo Metropolitan Assembly early next year. The basic design was done by Atelier Fuku. The maintenance and management costs of the fountain are expected to range from 150 million yen to 200 million yen per year.
Tourism strategy by Koike Metropolitan Government
The fountain project is part of a large-scale tourism strategy promoted under the third term of the Koike administration. Following the much-talked-about "Tokyo Metropolitan Government Projection Mapping Project" this spring, construction of a new landmark in Tokyo will begin.
Tokyo Port Landmark Establishment Project in Tokyo
The fountain project started with the "New Landmark Installation Project in the Port of Tokyo," which has a budget of about 400 million yen for FY2023. On March 30, 2024, a huge monument designed with the word "TOKYO" was installed in Harumi Pier Park for about 160 million yen as part of the project.
Subsequently, in the budget at the end of FY2023, a bid was held for the "Odaiba Seaside Park Fountain Facility Basic Design Plan", and Atelier Fuku, which has a track record in the design of facilities related to the Tokyo Metropolitan Government, was entrusted with the contract for about 900,000 yen. Then, in September 2024, it was announced that the fountain would be completed at the end of 2025, along with the design of the fountain.
Redevelopment of the bay area through the Tokyo Bay eSG Project
As the redevelopment of the Yamanote Line is reaching a saturated state, the Tokyo Metropolitan Government has taken advantage of the changes in the social environment caused by the coronavirus pandemic to formulate a large-scale redevelopment plan in the bay area.
